SUMMARY:The Geneva Conventions at 75: Exploring Changing Contexts\, Implementation\, and Enduring Relevance
DESCRIPTION:With over 196 States parties\, the four Geneva Conventions of 1949 represent some of the most — and perhaps the most — widely subscribed-to treaties in history. In signing the instruments on August 12th\, 1949\, the Plenipotentiaries of the Governments represented at the Diplomatic Conference held at Geneva sought to revise three instruments — one on the wounded and sick in armed forces in the field; a second on maritime warfare; and a third on prisoners of war — as well as to establish a new convention for the protection of civilian persons in time of war. The resulting combined 429 articles lay down an array of obligations that cut across diverse areas. The extent to which these provisions have and have not been respected in practice has entailed significant and wide-ranging implications for scores of individuals and populations affected by numerous armed conflicts. \nAhead of the 75th anniversary of the signing of these instruments\, this invite-only workshop will explore select issues pertaining to the changing contexts\, implementation\, and enduring relevance concerning the Geneva Conventions of 1949. The workshop will provide a forum in which to share views from military\, humanitarian\, diplomatic\, and academic perspectives on these matters.

SUMMARY:XIIIth Seminar for Legal Advisors of the Armed Forces
DESCRIPTION:The International Society for Military Law and the Law of War (ISMLLW) will conduct its 13th Seminar for Legal Advisors of the Armed Forces at the U.S. Military Academy in 2023. The central theme of this year’s Seminar is “Fault Lines in the Laws of War.” The ISMLLW event will examine fault lines in the laws that govern both international and non-international armed conflicts. These fault lines may appear as disagreements between States regarding the content\, interpretation\, or application of the relevant rules or simply as uncertainty regarding their content. They can hamper joint and combined operations\, lead to operational indecision\, or hinder consensus condemnation of unlawful behavior. States may even exploit these “grey zones” in the law to secure strategic or operational advantage or to split alliances. \nThe Seminar will bring together legal advisors and academics to discuss law of war fault lines. The event is intended to allow participants to find common ground that can serve to minimize the impact of potential fault lines. The discussions will help participants better understand the views of other States and assess the consequences of differences. This should enable participants to optimize their operations and decisions in the face of disagreement or uncertainty.

SUMMARY:Workshop on Legal Roles and Responsibilities Concerning Large-Scale Combat Operations
DESCRIPTION:Large-scale combat operations (LSCOs) involve widespread\, devastating violence\, usually on a vast scale\, creating significant\, competing demands on increasingly strained state resources. LSCOs impact significantly on civilian populations\, armed forces\, humanitarian actors\, and the environment. Modern LSCOs may take place across all operational domains\, including space and cyber. These operations are also increasingly likely to be affected by the involvement of a broad range of actors. International law will apply to these complex operations\, and\, once the threshold of armed conflict is met — be it an international armed conflict or a non-international one — international humanitarian law/law of armed conflict (IHL/LOAC) will be applicable. \nPreparing for the possibility of LSCOs raises complex questions of international law. This workshop will provide a forum in which to share views from military\, humanitarian\, diplomatic\, and academic perspectives on select legal and policy issues concerning LSCOs.

The speakers will discuss the contemporary interpretations and application of the Convention and highlight specific provisions and the practical utility of the updated commentary. The discussion will be moderated by Michael W. Meier\, Special Assistant to the Army Judge Advocate General for Law of War Matters\, U.S. Army and Vice-Chair of the Lieber Society.
