Luke Moffett is Professor of Human Rights and International Humanitarian Law at Queen’s University Belfast. He is author of Reparations and War (OUP 2023), Justice for Victims before the International Criminal Court (2014), Reparations and War (2022) and co-editor with Cheryl Lawther of The Research Handbook of Transitional Justice (2023, 2nd ed.). He recently completed an Arts and Humanities Research Council project entitled “Reparations, Responsibility and Victimhood in Transitional Societies,” which included the final outputs of the handbook for Engaging Non-State Armed Groups on Reparations (2022) and the Belfast Guidelines on Reparations in Post-Conflict Societies (2022).
