Commander Charles M. Layne is Director of Maritime Operations and a military professor at the Stockton Center for International Law at the U.S. Naval War College, where he co-teaches a course on International Maritime Security Law. In his previous assignment, Commander Layne served as Deputy Staff Judge Advocate for U.S. European Command. He has also served as Staff Judge Advocate, Task Force 51/5th Marine Expeditionary Brigade, and as a command legal advisor and defense attorney at other Navy commands.

Commander Layne holds a J.D. from Vanderbilt University Law School, a M.A. in Defense and Strategic Studies from the United States Naval War College, and a B.S. in Business Administration (Finance) from the University of Tennessee, Knoxville.
