Lakmini Seneviratne
Lakmini Seneviratne is the Head of the Legal Department at the ICRC’s Regional Delegation for the United States & Canada. Previously, she served as the ICRC’s Legal Adviser to Operations in Syria, Iraq and Afghanistan, and as a Legal Adviser and Head of Communications in ICRC Sri Lanka. Her work has focused mainly on operationalizing the law related to the conduct of hostilities, detention and the missing with both state and non-state actors. Before joining the ICRC, Lakmini taught IHL and IHRL in several universities and national institutions related to diplomacy, defense studies, and social sciences in Sri Lanka. Lakmini holds a Bachelor’s degree in Law with Honours from the University of Colombo and a Master of Laws from the Harvard Law School.
