LTC Nolan Koon
Lieutenant Colonel Nolan Koon serves as a Team Chief for Contract Litigation and Intellectual Property Division, U.S. Army Legal Services Agency (USALSA) where he helps develop and execute the Army’s litigation strategy in contracts disputes and bid protests before the Armed Services Board of Contracts Appeals, the Government Accountability Office, and the U.S. Court of Federal Claims.
Nolan’s previous assignments include serving as an attorney with the U.S. Central Command, MacDill Air Force Base; the Office of the Judge Advocate General (OTJAG), Administrative Law Division, Pentagon; Litigation Division, USALSA, Fort Belvoir; 3rd Special Forces Group (Airborne), Fort Liberty; 4th Infantry Division (Mechanized), Fort Cavazos; 1st Sustainment Command (Theater), Fort Liberty; and the 408th Contracting Support Brigade, Shaw Air Force Base.
He holds an LL.M. from the U.S Army Judge Advocate General’s Legal Center and School in Charlottesville, VA; a J.D. from the University of Notre Dame Law School in South Bend, IN, and a B.A. from Miami University in Oxford, OH.
