CAPT Vladimir Melnikov
Capt Vladimir Melnikov is a legal officer in training at the Directorate of International and Operational Law of the Office of the Judge Advocate General in the Canadian Armed Forces. Prior to transferring into the legal branch, he served as an infantry officer with the Royal 22e Régiment, Canada’s French-speaking infantry regiment, in various command positions. His latest operational experience was Op UNIFIER, Canada’s training mission to Ukraine. He also served as a squadron commander at the Royal Military College of Canada, training officer cadets in the Regular Officer Training Plan, and worked as a project director for specialized equipment procurement for the Canadian Army, during which he notably worked on Combat Unmanned Ground Systems.
Capt Melnikov holds a Master of Business Administration from the Royal Military College of Canada, and a BA in Psychology with a minor in French literature from the same institution. He is currently completing an LL.L. at the University of Ottawa, with the intent of completing a J.D. simultaneously as well. In 2024, he received the Davies Prize, which is awarded to the student who obtains the best results after their first year in civil law at the University of Ottawa.He is fluent in Russian, English and French.
Capt Melnikov currently lives in Ottawa.
