Lieutenant (Naval Service) Cian Moran is a naval officer with the Irish Defence Forces, where he is currently a Barrister-at-Law candidate at the Honourable Society of King’s Inns.

Lt (NS) Moran holds a PhD in Law from the Irish Centre for Human Rights at the University of Galway and his forthcoming book, The Evolution of Humanitarian Intervention in International Law: From the Ottoman Empire to Ukraine is due for publication in 2025 by Brill/Nijhoff.

Cian was commissioned as a Naval Operations Branch officer in 2018, after which he qualified as an Officer of the Watch and was posted to the LÉ Samuel Beckett where he served at various times as the ship’s navigation, operations and gunnery officer.

Cian holds a first class honours B.A (International) in Legal Science and History from the University of Galway, before graduating with a first class honours LLB in Law from the University of Galway, where he graduated with the highest marks in his class. Cian also holds an LLM in International Law from the University of Nottingham. He also holds a first class honours diploma in Irish/Gaeilge from the University of Galway and a first class honours BSc in Nautical Science from Munster Technological University. He has had several articles published in academic journals such as the Nordic Journal of International Law, Irish Studies in International Affairs and the European Journal of Legal Studies.
