Dr Alexander Lott works as a researcher at the Norwegian Centre for the Law of the Sea at the UiT – The Arctic University of Norway. At the UiT, he recently finished an individual fellowship on hybrid warfare and the law of the sea that was funded by the European Union. Alexander is also a lecturer (0.1) of administrative law at the University of Tartu, Estonia. His research interests cross traditional boundaries between the law of the sea, administrative law, environmental law, human rights, international security law, and the law of naval warfare.

Alexander is the author of the books “Hybrid Threats and the Law of the Sea: Use of Force and Discriminatory Navigational Restrictions in Straits” (Brill, 2022) and “The Estonian Straits: Exceptions to the Strait Regime of Innocent or Transit Passage” (Brill, 2018) as well as the editor and co-author of the anthology “Maritime Security Law in Hybrid Warfare” (Brill, 2024). Alexander has published articles on the law of the sea in various international law journals, including the Journal of Marine and Coastal Law, Ocean Development & International Law, Marine Policy, Utrecht Journal of International and European Law, Nordic Environmental Law Journal, Nordic Journal of International Law, Arctic Review on Law and Politics, Juridica International, and Stratégique.

Prior to joining the academia, he worked as a legal adviser at the constitutional review and administrative law chambers at the Estonian Supreme Court as well as at the Ministry of Justice.
