Dr Ilya Rudyak
Dr Ilya Rudyak is Head of Research at the Civil Commission on Oct. 7th Crimes by Hamas against Women and Children and a non-resident Senior Fellow at the Center for Ethics and the Rule of Law (CERL) at the University of Pennsylvania.
Rudyak’s research focuses on the intersection of international humanitarian law, domestic criminal law, and terrorism. He is co-editor of Domestic Violent Extermism and the Threat to U.S. National Security (forthcoming with Oxford University Press), and his work has been published in traditional and peer-reviewed law journals, legislative proposals, professional reports, and formal submissions to international and state bodies. His work was also featured by major news outlets, including the Wall Street Journal, CNN, and Fox News.
Rudyak joined the Civil Commission after a short stint as a law professor at the University of the Pacific, where he taught courses on criminal law and terrorism. Prior to that, as a Senior Fellow at the University of Pennsylvania’s CERL, he led research on domestic violent extremism. Previously, he served as the Legislative Director for a comprehensive criminal code reform project in Delaware and as the Director of Research at CERL. Earlier in his career, he practiced litigation at the leading Israeli law firm Meitar, worked as a Holocaust educator at Yad Vashem—the World Holocaust Remembrance Center, and served as the head of weapons department aboard an Israeli Navy submarine.
Dr Rudyak earned his SJD and LLM degrees from the University of Pennsylvania Law School, and a joint LLB in law and psychology from the Hebrew University of Jerusalem.
