CPT Oleksii Plotnikov is an officer at the Legal Department of the Ministry of Defense of Ukraine. Before joining the Armed Forces of Ukraine in 2022, he was an international law professor and practitioner engaged in international legal education and projects assisting victims of armed conflicts and overcoming their consequences. Oleksii holds an LLM in international law with distinction from the University of Manchester (UK) and a PhD from the National University “Odesa Law Academy” (Ukraine). He was also a Fulbright visiting researcher at Cardozo School of Law (New York, USA).
