Lt Col Timothy Goines is a Senior Military Faculty and Assistant Professor in the Department of Law, U.S. Air Force Academy (USAFA), and the Director of USAFA’s Law, Technology, and Warfare Research Cell.

Before becoming a faculty member, Lieutenant Colonel Goines served as a Judge Advocate in a number of legal positions advising commanders on criminal law, international law, and administrative law issues. He most recently served as a Deputy Legal Adviser of the Combined Air Operations Center, Al Udeid Air Base, Qatar.  His other past assignments include serving as a Deputy Staff Judge Advocate, an Area Defense Counsel, and an Assistant Staff Judge Advocate.

Lieutenant Colonel Goines earned a B.S. in Mathematics from Creighton University, a J.D. from Baylor University School of Law, and an LL.M. (Cyber, Space, and Telecommunications Law) from the University of Nebraska College of Law.  He also holds a Master of Arts Degree (Military Operational Art and Science) from Air Command and Staff College, Maxwell Air Force Base, AL.  His research interests focus on the use of legal implications of using new technologies in warfare, particularly in the domains of cyber and space.
