Vaios Koutroulis is a Professor of Public International Law at the Faculty of Law and Criminology of the Université Libre de Bruxelles and a member of the International Humanitarian Fact-Finding Commission. He was a member of the Belgian delegation participating in the negotiations of the Convention and acted as the coordinator of working group 1 at the Ljubljana conference, where the Convention was negotiated and adopted.
