The Lieber Institute regularly hosts events and collaborates with other leaders in the field to provide timely and thorough analysis of the Law of Armed Conflict. Each year, the Lieber Institute hosts a Fall Workshop, where invited participants gather to discuss their research on LOAC topics, which are then published in a new volume of the Lieber Studies. Additionally, Lieber partners with civilian universities, including the University of Texas, Harvard, and American University, for events related to topics such as cyber operations, artificial intelligence, and other LOAC topics.

Fourth Annual Symposium On Cyber & International Law: Navigating Emerging Gaps & Seams
Lieber is partnering with the American University Tech, Law, and Security Program for a symposium that explores how states in the international arena are developing their views on applying international law to cyber operations. The symposium will examine existing agreements and disagreements among states, and how these perspectives influence the rules governing cyber activities. The keynote speakers include General (Ret.) Paul Nakasone and Professor Harold Hongju Koh. Other participants include both civilian and military experts who will discuss topics including regional perspectives on cyber operations and issues of state responsibility. The event is set for September 15-17, 2025, at American University in Washington, DC.
2025 Lieber Institute Fall Workshop “Using AI in Multinational Military Operations: Legal and Practical Challenges”
The Lieber Institute is hosting its annual Fall Workshop focused on the impact of Artificial Intelligence on multinational military operations. Professor Ashley Deeks is leading the workshop, which will explore how AI introduces new considerations for military operations among partner nations, especially given its uncertain norms and rules under international law. Participants will analyze how different states are evaluating the use of AI. They will also examine the unique challenges AI poses to multinational operations, considering its potential scope from targeting to autonomous weapon systems. The Fall Workshop will take place at the United States Military Academy from November 5-7, 2025, and will also lead to the publication of a new volume of the Lieber Studies by Oxford University Press.
