NATO SHAPE Serge Lazareff Prize Awarded to COL Williams and LTC Alcala
On 5 April, the Office of Legal Affairs at NATO Supreme Headquarters Allied Powers Europe (SHAPE) informed the Superintendent of the United States Military Academy at West Point, Lieutenant General Darryl A. Williams, that Colonel Winston Williams and Lieutenant Colonel Ronald Alcala had been awarded the Serge Lazareff Prize. Colonel Williams is co-Editor-in-Chief of Articles of War. Lieutenant Colonel Alcala is Managing Editor.
The award letter cited their work on Articles of War, particularly the publication’s recent Ukraine-Russia Conflict Symposium as “a major facilitator to urgent and complex legal matters” in support of SHAPE Legal and its director Mr. Andrés B. Muñoz Mosquera. We are extraordinarily proud of COL Williams’s and LTC Alcala’s vision, work, and commitment to the Lieber Institute mission. And we are very grateful for the NATO SHAPE Legal Office’s recognition of their important work.
The award commemorates the lifelong professional accomplishments of Mr. Serge Lazareff. After serving as General Dwight D. Eisenhower’s French language interpreter and legal advisor at Allied Forces Centre, Mr. Lazareff was a long-serving NATO legal adviser. His work focused on securing the legal status of foreign forces, and he was instrumental to the development and implementation of the NATO Status of Forces Agreement. He later became General Counsel for International Operations and Vice-President Asia-Pacific with the French industrial group Pechiney. He held many professional distinctions including the Commander of the Legion of Honour.
