New Lieber Institute Senior Fellows

Senior Fellows

We are pleased to announce the addition of three Senior Fellows to the Lieber Institute for Law and WarfareGary Corn, Laura A. Dickinson, and Helen Durham each bring a wealth of talent and experience across a broad range of subjects. Their expertise extends to government, academia, and international organizations. Each has already contributed significantly to our shared field and will no doubt enhance the work and reputation of Lieber and West Point.

Our Senior Fellows assist with a wide range of Lieber projects and functions. Some Senior Fellows take on an ambassadorial role, while other write frequently for our Lieber Studies book series or for Articles of War. Others lead or conduct research projects on our behalf with outside organizations or Lieber partners. And still others help partner on our events such as our Workshop on Making and Shaping the  Law of Armed Conflict or our War Crimes Prosecution Workshop. We are thrilled to continue to work with Gary, Laura, and Helen in their capacities as Senior Fellows and offer our sincere gratitude in advance of their service. Please join us in welcoming and thanking them.

Professor Gary Corn, Colonel (Ret), is the Director of the Technology, Law & Security Program and Adjunct Professor of Cyber and National Security Law at the American University Washington College of Law, a Senior Fellow in National Security and Cybersecurity at the R Street Institute, a member of the Editorial Board of the Georgetown Journal of National Security Law and Policy, the Principal and Founder of Jus Novus Consulting, and is an Advisory Board Director for the Cyber Security Forum Initiative. He has published numerous articles, book chapters, and blog posts, including in the American Journal of International Law, the Temple International and Comparative Law Journal, the Vanderbilt Journal of Transnational Law, for the Lieber Book Series, and on Articles of War, Lawfare and Just Security. He retired from the U.S. Army in 2019 after serving twenty-seven years on active duty in the Judge Advocate General’s Corps, and three years as an infantry officer in the U.S. Army Reserve. His final five years he served as the Staff Judge Advocate (General Counsel) to U.S. Cyber Command. He also served as a Deputy Legal Counsel to the Chairman of the Joint Chiefs of Staff, the Operational Law Branch Chief in the Office of the Judge Advocate General of the Army, a Special Assistant United States Attorney in the District of Columbia, on deployment as the Chief of International Law for Combined Forces Command in Afghanistan and to the Former Yugoslav Republic of Macedonia, and in various positions at the brigade, division, and corps level. Colonel (Ret.) Corn received a J.D. from the George Washington University, a BA in International Relations from Bucknell University, an L.LM. from the U.S. Army Judge Advocate General’s Legal Center and School, and an MA in National Security Studies from the United States Army War College. He is also a graduate of the Escola de Comando e Estado Maior do Exército do Brasil (Command and General Staff College of the Brazilian Army).

Laura A. Dickinson is the Oswald Symister Colclough Research Professor of Law and Professor of Law at The George Washington University Law School. Her work focuses on national security, human rights, the law of armed conflict, and foreign affairs privatization. She has authored numerous articles and book chapters, including scholarship that has appeared in a wide variety of law reviews, including the American Journal of International Law, the Yale Journal of International Law, the NYU Journal of International Law and Politics, the William & Mary Law Review, the Emory Law Journal, and the Southern California Law Review. Her recent article, entitled “National Security Policymaking in the Shadow of International Law,” published in the Utah Law Review in 2021, won the Mike Lewis Prize for National Security Law Scholarship from the Strauss Center at the University of Texas.  In addition to her scholarly activities, Laura has a distinguished record of government service. She was Special Counsel to the General Counsel of the Department of Defense from 2016-17 and has also served as a senior policy adviser to Harold Hongju Koh, Assistant Secretary of State for Democracy, Human Rights, and Labor at the U.S. Department of State. Laura is a former law clerk to U.S. Supreme Court Justices Harry A. Blackmun and Stephen G. Breyer.  Prior to her position at GW, Laura was, from 2008-11, the Foundation Professor of Law and the faculty director of the Center for Law and Global Affairs at the Sandra Day O’Connor College of Law at Arizona State University (ASU). Laura is a graduate of Harvard College and Yale Law School.

Helen Durham is a global expert in international humanitarian law, humanitarian action and diplomacy. From 2014 until 2022 she was Director of International law and Policy at the International Committee of the Red Cross (ICRC) headquarters in Geneva, Switzerland. Previous to this role she was Director of Law, Research and Strategy at Australian Red Cross, regional legal adviser to the ICRC delegation to the Pacific and Head of Office ICRC Australia. Helen has also been Director of Research at the Asia Pacific Centre for Military Law as well as a teacher and supervisor in the Master program, Melbourne Law School. She has a Doctorate of Juridical Science in international law (IHL and ICL) and an honours degree in Law and Arts. Helen has significant field experience in Asia and the Pacific, as well as engagement in the Middle East, Africa and diplomatic negotiations in NY, Brussels and Geneva.  She is widely published, in particular in the area of women and armed conflict. In 2017 she was awarded the prestigious Officer of the Order of Australia. Helen received her Doctorate of Juridical Science (PhD) Melbourne Law School and her Bachelor of Laws with Honours from Melbourne Law School.
